២១៦ សហភាព សហជីព សមាគម និងសហគមន៍ចេញសេចក្ដីថ្លែងការណ៍ថ្កោលទោសចំពោះអំពើចាប់រំលោភមកលើពលករស្ត្រីកម្ពុជា ដោយកងទ័ពឈុតខ្មៅថៃ

ភ្នំពេញ៖ នៅថ្ងៃទី ១៧ ខែវិច្ឆិការ ឆ្នាំ២០២៥ ៖ យើងខ្ញុំជាតំណាង សហភាព អង្គការ សហជីព សមាគម និងសហគមន៍ សរុបចំនួន ២១៦ ដែលកំពុងបំពេញការងារយ៉ាងសកម្មជាមួយកម្មករទាំងក្នុង និងក្រៅប្រព័ន្ធសេដ្ឋកិច្ច យុវជន សិទ្ធិស្ត្រី និងប្រជាពលរដ្ឋទូទាំងព្រះរាជាណាចក្រកម្ពុជា សូមថ្កោលទោសយ៉ាងដាច់អហង្ការ ចំពោះអំពើហិង្សា និងការរំលោភបំពានផ្លូវភេទដ៏សាហាវ ដែលបានប្រព្រឹត្តទៅលើ ពលការិនីចំណាកស្រុកកម្ពុជា ដោយកងទ័ពឈុតខ្មៅថៃនៅតាមតំបន់ព្រំដែនកម្ពុជា-ថៃ។ អំពើនេះគឺជាការ រំលោភបំពានយ៉ាងធ្ងន់ធ្ងរ លើសិទ្ធិមនុស្ស សិទ្ធិស្ត្រី និងសិទ្ធិជាតិនៃពលករចំណាកស្រុក ដែលត្រូវបានការពារយ៉ាងខ្ជាប់ខ្ជួនដោយច្បាប់ជាតិ ធម្មនុញ្ញ លិខិតតុបករណ៍អាស៊ាន ច្បាប់អន្តរជាតិ និងអនុសញ្ញា CEDAW។ ករណីរំលោភបំពានដ៏ឃោរឃៅដែលមិនអាចទទួលយកបាននេះ មិនត្រឹមតែជាអំពើអមនុស្សធម៌ទៅលើជនរងគ្រោះប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងជាការ បំពានលើគោលការណ៍មនុស្សធម៌ របស់សមាគមប្រជាជាតិអាស៊ីអាគ្នេយ៍ (ASEAN) ដែលមានបំណងលើកកម្ពស់ និងធានាសិទ្ធិមនុស្សនៅក្នុងតំបន់។ ជាងនេះទៅទៀត យើងខ្ញុំមានការ ព្រួយបារម្ភយ៉ាងខ្លាំង ចំពោះវប្បធម៌និទណ្ឌភាព (Impunity) និងការមិនគោរពសិទ្ធិនារី ពាក់ព័ន្ធនឹងកងកម្លាំងយោធាឈុតខ្មៅរបស់ថៃ ដែលបង្កហានិភ័យធ្ងន់ធ្ងរដល់សុវត្ថិភាព និងសិទ្ធិរបស់ពលការិនីកម្ពុជា និងក្រុមជនក្រីក្រចំណាកស្រុកដទៃទៀត។

 

The 216 Organization Released STATEMENT OF CONDEMNATION Against the Rape of a Cambodian Female Migrant Worker by the Thai Thahan Phran ( Black Army Soldiers)

Date: November 17, 2025: We, the representatives of a total of 216 Confederations, Unions, Organizations, Associations, and Communities, actively working with formal and informal workers, youth, women’s rights advocates, and citizens across the Kingdom of Cambodia,

 

Hereby categorically condemn the severe violence and sexual abuse perpetrated against a Cambodian female migrant worker by the Thai Thahan Phran (known as the Black Army) forces along the Cambodia-Thailand border.

 

This act constitutes a grave violation of human rights, women’s rights, and the national rights of migrant workers, which are firmly protected by national laws, the Constitution, ASEAN instruments, international law, and the CEDAW Convention. This cruel and unacceptable case of abuse is not only an inhumane act against the victim but also a breach of the humanitarian principles of the Association of Southeast Asian Nations (ASEAN), which aims to promote and ensure human rights in the region. Furthermore, we are deeply concerned about the culture of impunity and the lack of respect for women’s rights associated with the Thai Thahan Phran (Black Army), which poses a serious threat to the safety and rights of Cambodian female workers and other vulnerable migrant groups. ៕
