លោក ហ៊ុន ម៉ានី ប្រធានសហភាពសហព័ន្ធយុវជនកម្ពុជាបានថ្លែងបន្តថា, • សម្តេចនាយករដ្ឋមន្រ្តី បានបម្រើជាតិ មាតុភូមិពេញមួយជីវិតលោក។ ដោយមិនខ្វល់ពីអ្នកដទៃនិយាយ ឬមានទស្សនៈយ៉ាងណាលើលោកទេ លោកបានប្រើប្រាស់ពេលវេលាពេញមួយជីវិតនៅជាមួយប្រជាជន ហើយមិនដែលរត់ចោលប្រទេសជាតិ និងប្រជាជនម្តងណាឡើយ ទោះក្នុងស្ថានភាពដ៏លំបាកយ៉ាងណាក៏ដោយ
លោកលើកឡើងថា, • ការដឹកនាំដែលផ្តល់ភាពជាគម្រូ ដែលពួកយើងជាអ្នកជំនាន់ក្រោយត្រូវដកស្រង់ទុកជាមេរៀន៖
១. ជាមេដឹកនាំម៉ឺងម៉ាត់ ដែលស្គាល់កាលៈទេសៈ (ទោះបីជាអ្នកខ្លះមិនយល់ស្រប ឬមិនពេញចិត្តការសម្រេចចិត្តរបស់លោកក្តី) ដើម្បីគ្រប់គ្រងស្ថានការណ៍ និងអាចឈានត្រលប់ទៅរកប្រក្រតីភាពឡើងវិញ និងជាការសម្រេចចិត្តដើម្បីសេចក្តីសុខរបស់ប្រជាជន (គួរទុកឱ្យប្រវត្តិសាស្រ្តវិនិច្ឆ័យ)។ យើងជឿជាក់លើសម្តេចតេជោនាយករដ្ឋមន្រ្តី (កូនមានមោទនភាពចំពោះពុក)�១** មេរៀន៖ ភាពម៉ឺងម៉ាត់ និងភាពចាំបាច់ក្នុងការធ្វើសេចក្តីសម្រេចចិត្តក្នុងស្ថានភាពដ៏តឹងតែង គឺជាកត្តាគន្លឹះ។ យើងត្រូវគិតត្រលប់មកវិញថា ប្រសិនបើមេដឹកនាំមួយមិនធ្វើការសម្រេចចិត្តណាមួយ នោះតើស្ថានការណ៍នឹងទៅជាយ៉ាងណា?

២. ការដឹកនាំក្នុងពេលសន្ថិភាព និងការដឹកនាំក្នុងពេលវិបត្តិទាមទារនូវការដាក់ថ្នាំដែលត្រូវនឹងមុខជំងឺ ពោលគឺ “តឹងរឹង តែបត់បែន” ទន្ទឹមគ្នា។ ផលវិបាកនៃជំងឺកូវីដ ១៩ បានអូសបន្លាយមកជាង១ឆ្នាំហើយ។ យើងអាចនិយាយបានថារាល់សេចក្តីសម្រេចចិត្តទាំងឡាយ គឺមានភាពសមស្របទៅតាមស្ថានភាពជានិច្ច។ ការថ្លឹងថ្លែងរវាង ម្ខាងគឺការធានាសុត្ថិភាពដល់សុខភាពសាធារណៈ និងម្ខាងទៀតការបិទខ្ទប់ទាំងស្រុង ឬដោយផ្នែក (ដែលអាជ្ញាធរទើបតែសម្រេចធ្វើនៅព្រឹកម៉ិញនេះ) ដែលនឹងប៉ះពាល់ដល់ការប្រកបរបរចិញ្ចឹមជីវិតរបស់ប្រជាពលរដ្ឋ និងសេដ្ឋកិច្ចជាតិជារួម។ ក្នុងរយៈពេលពេញ មួយឆ្នាំកន្លងទៅ ការរិតបន្តឹងវិធានការណ៍ទាំងឡាយគឺធ្វើឡើងក្នុងគោលដៅដើម្បីគ្រប់គ្រងស្ថានការណ៍ចំពោះមុខ ជាក់ស្តែងតែប៉ុណ្ណោះ ដូចជាក្នុងអំឡុងព្រឹត្តិការណ៍ ៣វិច្ឆិកា និងព្រឹត្តិការណ៍សហគមន៍ ២៨ វិច្ឆិកា ដែលក្រោយពេលស្ថានការណ៍ត្រូវបានគ្រប់គ្រងបានទាំងស្រុង វិធានការណ៍នានាត្រូវបានបន្ធូរបន្ថយវិញភ្លាម។​ សន្និសីទសារព័ត៌មានរបស់សម្តេចតេជោនាយករដ្ឋមន្រ្តីកាលពីព្រឹកថ្ងៃទី១០ ខែមេសា ឆ្នាំ២០២១ កន្លងទៅនេះ គឺចង់ផ្ញើសារទៅកាន់សាធារណជន ដែលរួមមាន មន្រ្តីរាជការ អាជ្ញាធរមានសមត្ថកិច្ច ក៏ដូចជាមិត្តភក្តិបរទេស និងជាពិសេសគឺដល់ជនរួមជាតិទូទៅ អំពីភាពចាំបាច់នៃវិធានការណ៍ទាំងឡាយដើម្បីយើងអាចយកជ័យជម្នះលើ “ព្រឹត្តិការណ៍សហគមន៍ ២០កុម្ភៈ” នេះ ដែលបានសម្លាប់ជីវិតលោកយាយ លោកតា អ៊ុំ ពុកម៉ែ មាមីង បងប្អូន កូនក្មួយជាប្រជាពលរដ្ឋស្លូតត្រង់អស់ ២៦នាក់រួចមកហើយ។ ឆ្លៀតក្នុងឱកាសនេះ ខ្ញុំសូមចូលរួមរំលែកទុក្ខជាមួយក្រុមគ្រួសារជនរងគ្រោះដែលបានបាត់បង់សមាជិកគ្រួសារទាំងអស់។ គិតមកត្រឹមថ្ងៃទី១០ ខែមេសា ឆ្នាំ២០២១ នេះចំនួនអ្នកឆ្លងសរុបកើនដល់ ៤០១៨ នាក់។ ដោយឡែកព្រឹត្តិការណ៍សហគមន៍ ២០ កុម្ភៈ តែឯងមានអ្នកឆ្លងរហូតដល់ ៣៥០០ នាក់រួចមកហើយ។
២** ការរៀនសូត្រ៖ ការធ្វើការសម្រេចដែល“តឹងរឹង តែបន់បែន” អាស្រ័យលើស្ថានភាពជាក់ស្តែង ដែលតម្រូវឱ្យមានការរឹតបន្តឹត ឬបន្ធូរបន្ថយសំដៅធ្វើយ៉ាងណាធានាបាននូវបរិយាកាស និងលទ្ធផលគាប់ប្រសើរ។

៣. “តឹងរឹងពិតមែន តែបានបង្ហាញពីការខ្វាយខ្វល់យ៉ាងយកចិត្តទុកដាក់”
វិធានការណ៍ដែលបានដាក់ចេញកន្លងមក ដែលរួមមាន ច្បាប់ ស្តីពី វិធានការណ៍ទប់ស្កាត់ការឆ្លងរាលដាលជំងឺកូវីដ ១៩ និង ជំងឺឆ្លងកាចសាហាវ និងប្រកបដោយគ្រោះថ្នាក់ដទៃទៀត ដែលនឹងត្រូវអនុវត្តទៅលើបុគ្គលល្មើសនឹងការណែនាំរបស់ក្រសួងសុខាភិបាល ក៏ដូចជាវិធានការរដ្ឋបាល ក្នុងការបិទខ្ទប់ដោយផ្នែក ក្នុងភូមិសាស្រ្តរាជធានីភ្នំពេញ ឬវិធានការរដ្ឋបាល ស្តីពី បម្រាមគោចរក្នុងបណ្តារាជធានី ខេត្ត ក៏ដូចជាសេចក្តីសម្រេច ស្តីពីការហាមឃាត់ការធ្វើដំណើរឆ្លងកាត់រាជធានី ខេត្ត និងការបិទរមណីយដ្ឋានទេសចរណ៍ ត្រូវបានមើលឃើញថាវិធានការណ៍ដ៏តឹងរឹង ដែលមនុស្សមួយចំនួនអាចយល់ឃើញថាជាវិធានការណ៍តឹងតែង និងប៉ះពាល់ដល់សេចក្តីសុខស្រួលរបស់ពួកគេ ជាពិសេសចំពោះអ្នកដែលរស់នៅក្នុងតំបន់ដែលត្រូវបានបិទខ្ទប់។ ឆ្លើយតបនឹងមតិខាងដើមនេះ យើងអាចធ្វើការពិចារណាបានដូចខាងក្រោមថា៖
តើវិធានការណ៍នេះមានភាពចាំបាច់ដែលឬទេ? មាន
តើវិធានការណ៍នេះធ្វើដើម្បីផលប្រយោជន៍អ្នកណា? គឺដើម្បីសេចក្តីសុខ និងសុខុមាលភាពរបស់ប្រជាពលរដ្ឋទូទៅ ជាពិសេសបញ្ចៀសមិនឱ្យមានអ្នកស្លាប់ច្រើនថែមទៀត។ ការបិទខ្ទប់ដោយផ្នែក ក្នុងតំបន់ដែលផ្ទុះការឆ្លងខ្លាំង គឺធ្វើឡើងក្នុងរយៈពេលកំណត់មួយប៉ុណ្ណោះ។
តើវិធានការណ៍នេះ តឹងរឹងជាងបណ្តាប្រទេសដទៃដែរឬទេ? ជាការពិតវិធានការណ៍ពីប្រទេសមួយទៅប្រទេសមួយមានភាពខុសប្លែកពីគ្នា។ ដូច្នេះ​ វាក៏មានទំហំ​ និងប្រភេទផ្សេងៗគ្នាដែរ។
តើមានប៉ុន្មានប្រទេស ដែលរដ្ឋាភិបាលបានគិតគូរដល់ការឧបត្ថម្ភប្រចាំថ្ងៃ និងការផ្គត់ផ្គង់ស្បៀង អាហារដល់ក្រុមគ្រួសារដែលរងផលប៉ះពាល់ ក្រោយពីប្រកាសវិធានការណ៍បិទខ្ទប់ដោយផ្នែករួចមក
សម្តេចនាយករដ្ឋមន្រ្តីបានប្រកាសអំពីទឹកប្រាក់ ក៏ដូចជាអង្ករ និងត្រីខកំប៉ុង ដែលនឹងត្រូវផ្តល់ជូនក្រុមគ្រួសារក្នុងដែលស្ថិតក្នុងតំបន់បិទខ្ទប់។
៣** ការរៀនសូត្រ៖ ការដាក់វិធានការណ៍តឹងរឹងដើម្បីបញ្ចៀសវិបត្តិសុខភាពសាធារណៈ ក៏មិនត្រូវមើលរំលងផលប៉ះពាល់មកលើក្រុមគ្រួសារនិមួយៗជាពិសេសការចិញ្ចឹមជីវភាពប្រចាំថ្ងៃ និងតម្រូវការម្ហូបអាហារផងដែរ។ ជំនួយទាំងអស់ត្រូវមានភាពសមាមាត្រ និងសមភាពផងដែរ។

៤.“ចង់អ្នកឯងលាបពណ៌ខ្ញុំយ៉ាងណាក៏បាន អ្វីដែលខ្ញុំធ្វើគឺដើម្បីសេចក្តីសុខរបស់ជាតិ និងប្រជាជនរបស់ខ្ញុំជាចម្បង។” គឺទុកឱ្យប្រជាជនជាអ្នកកាត់សេចក្តីនៅក្នុងប្រវត្តិសាស្រ្តទៅចុះ។
៤** មេរៀន៖ ពាក្យពេចន៍ខាងដើមក្នុងចំណុចនេះគឺសរបញ្ជាក់យ៉ាងច្បាស់ថា មិនចាំបាច់មានការពន្យល់អ្វីវែងឆ្ងាយបន្ថែមទៀតទេ។ ជារឿយៗ មតិប្រឆាំង ដើម្បីគ្រាន់តែប្រឆាំង តែងតែនិយាយចេញពីមនុស្សដែលមិនយល់ពីអ្វីដែលជាការមើលព្រៃទាំងមូលក្នុងការដឹកនាំ ជាពិសេសក្នុងស្ថានការណ៍ជួបវិបត្តិបែបនេះ។ នៅក្នុងគ្រាវិបត្តិ ពិតជាមិនមានដំណោះស្រាយដែលសាមញ្ញពេកនោះទេ គឺមានតែដំណោះស្រាយដែលល្អបំផុតក្នុងជម្រើសដែលអាក្រក់បំផុតប៉ុណ្ណោះសម្រាប់អ្នកដឹកនាំ។ ក្នុងរយៈពេលខ្លី វិធានការណ៍ទាំងនោះនឹងមិនអាចបំពេញតម្រូវការមនុស្សគ្រប់គ្នាបាននោះទេ តែបើមើលក្នុងរយៈពេលវែង យើងឃើញថា វាបានជួយឱ្យយើងអាចឆ្លងផុតគ្រាលំបាកនេះជាមួយគ្នាបាន។

៥. យើងត្រូវជឿជាក់លើសមត្ថភាពផ្ទាល់ខ្លួនក្នុងនាមជាខ្មែរ។
អនាគត និងជោគវាសនារបស់ប្រទេសជាតិ គឺត្រូវតែស្ថិតក្នុងដៃរបស់យើងក្នុងនាមជាជាតិសាសន៍មួយជាដរាប។

More than a Father…

• Thank you Dad for being a loving father, no matter how much responsibilities and duties you have to fulfill for our Nation & People, you have always been there to give us all the right guidances 🇰🇭
• Our Prime Minister: A lifetime of servitude to our Nation & our People. No matter what you think/say, this Man has spent his life (since the age of 17 year old) in the service of his people and has never once abandoned his Nation & People even during the toughest of times…
• Leading by examples, which we, the younger generation ought to draw lessons from**:

1. A decisive leader (whether the decision will not be understood by all), knowing that a tough decision need to be made on the spot (right timing) to contain/manage the situation to make sure things go back to normalcy and better for the greater good (history will be the judge). We believe in you Samdech Prime Minister (proudly Dad from your son).
1**lesson here: Decisiveness in taking/making the toughest of decision(s). (We should consider as well what ‘indecisiveness’ leader could lead to worse consequences.

2. Leadership in time of peace and in time of crisis that requires the right potion to the illness — “tough but flexible” at the same time.
The impact of CoVID19 has been for more than a year, and as we can see that the decisions made over the 1 year period has been proportional to the symptoms. Balancing between public health safety and management on the one hand, yet the total closing or in partial (which the Government has so far not taken up till this morning) which would impact on daily earnings of our people as well as our macroeconomy as a whole. Over a period of more than ‘1 year’ or ‘365 days’, the decision to toughen measures on containing CoVID19 spread were specifically when ‘Community Outbreak 3rd November 2020’ and ‘Community Outbreak 28th of November 2020’, in which when contained successfully, the Government retracted the tightened measures right away.
Prime Minister’s public announcement/press conference this morning (April 10th 2021), was to explain/inform our countrymen and countrywomen (civil servants, laws enforcement agencies, our international friends, and more importantly our public) the necessary measures that is needed to vanquish and gain victory over the ‘Community Outbreak of February 20th 2021’ that up until today has taken 26 individuals who were grandparents, parents, brothers/sisters, sons/daughters… (our thoughts and condolences with the families 🙏🏻) and has seen a surge in our people who have tested positive to CoVID19 in total amounting to 4018 as of April 10th), and 20th February Community Outbreak alone has more than 3500 positive cases.
2**lesson here: “Toughness yet flexible”, depending the specific circumstances that require the decision to tighten or/and loosen measures accordingly to guarantee a better environment and outcomes.

3. Seemingly Tough & Loving
The measures that have been taken, including the new CoVID19 law (CoVID19 and other infectious outbreak law) that will be enforced on individuals who do not follow MoH health guildelines, as well as the partial lockdown to be made/implemented on concentrated outbreak of CoVID19 areas in Phnom Penh, not yet counting the directives of curfew across Phnom Penh and the crossing from one province to another.
All in all some would label these measures tough and certainly uncomfortable to them, especially those in lockdown: for that we should raise a few comments:
– are these measures necessary, of course.
– in whose interest is it, people welfare and wellbeing, especially to prevent potential more deaths. It is for everyone’s good. Partial lockdown on area of high outbreak will be for a limited time only.
– are these measures tougher than other countries. It is definitely different from country to country, so it would also be different in scale/classification.
how many country across the world that government, while implementing lockdown or partial lockdown, when officially announces, already think about giving a stipen as well as preparing food supplies to the family who will be impacted for the period of lockdown (at least 14days).
SPM has already announced some money per day to cover daily earnings, as well as rice, fish can etc to be given to the family in lockdown.
3**lesson here: tough measures are a must to combat the health crisis, yet cannot completely overlook the impact on the family, which the most important is their earnings and food supplies. Support must also be proportional and equal.

4. Label me all your want, but I will do what must be done for the sake of my Nation & People welfare and wellbeing first.
The People will be the judge in a long term timeframe.
4**lesson here: the sentence at the beginning of ‘4’ is very clear, that there is no need to explain further. More often than not, comments (with their own rights) are coming from those who are unable to comprehend the wholistic/comprehensive circumstances that are required to lead and overcome challenges, especially in time of crisis. There is no simple solution in time of crisis, there is only the best out of the worse options for leaders to make decision. Surely enough not everyone will be satified in short term, but in long term we will overcome this crisis together.

5. Believing in our own capabilities as Khmer.
Our destiny has been and will always be on our own hands as Nation & People 🇰🇭
