កម្ពុជាមានមោទនភាពចំពោះដំណើរការនៃការរៀបចំច្បាប់ថ្មីស្តីពីពិការភាព

ភ្នំពេញ៖ អូស្រ្តាលីកំពុងធ្វើការជាមួយប្រទេសកម្ពុជាលើការអនុវត្តច្បាប់ថ្មីស្តីពីពិការភាព។ អូស្រ្តាលីបានជួយដល់វិស័យពិការភាពនៅកម្ពុជាអស់រយៈពេលជាង ១០ ឆ្នាំមកហើយ។ គណៈកម្មការសិទ្ធិមនុស្សអូស្ត្រាលី ក្រោមការសម្របសម្រួលរបស់ស្ថានទូតអូស្ត្រាលីប្រចាំនៅកម្ពុជា បានជួបជាមួយរដ្ឋលេខាធិការក្រសួងសង្គមកិច្ច អតីតយុទ្ធជន និងយុវនីតិសម្បទា និងជាអគ្គលេខាធិការក្រុមប្រឹក្សាសកម្មភាពជនពិការ លោក ឯម ច័ន្ទមករា នៅព្រឹកថ្ងៃសុក្រនេះនៅសណ្ឋាគារសូហ្វីតែល ភ្នំពេញ ភូគីត្រា។

កាលពីឆ្នាំ ២០០៩ កម្ពុជាបានប្រកាសដាក់ឱ្យប្រើច្បាប់ស្តីពីការការពារនិងលើកកម្ពស់សិទ្ធិជនពិការ។ បច្ចុប្បន្ននេះ ក្រុមប្រឹក្សាសកម្មភាពជនពិការកំពុងដំណើរការយ៉ាងមមាញឹកក្នុងការរៀបចំតាក់តែងសេចក្តីព្រាងច្បាប់ថ្មីស្តីពីពិការភាព។ រដ្ឋលេខាធិការសង្គមកិច្ច និងជាអគ្គលេខាធិការក្រុមប្រឹក្សាជនពិការ លោក ឯម ច័ន្ទមករា មានប្រសាសន៍ថា ការរៀបចំសេចក្តីព្រាងច្បាប់ថ្មីនេះ នឹងត្រូវជំនួសឱ្យច្បាប់ចាស់ដែលមានស្រាប់។ ការរៀបចំសេចក្តីព្រាងច្បាប់ថ្មីនេះធ្វើឡើងស្របពេលដែលស្ថានភាពនយោបាយ សេដ្ឋកិច្ច សង្គម និងវប្បធម៌របស់កម្ពុជាកំពុងមានការវិវត្តរីកចម្រើនក្រោមការដឹកនាំរបស់សម្តេចតេជោ ហ៊ុន សែន។

លោករដ្ឋលេខាធិការ ឯម ច័ន្ទមករា មានបានឱ្យដឹងទៀតថា ជនមានពិការភាពបច្ចុប្បន្នកំពុងទទួលបានការការពារសិទ្ធិ ហើយត្រូវបានធានានូវសេរីភាពយ៉ាងពេញលេញសម្រាប់ពួកគេ។ ច្បាប់ថ្មីនេះមានគោលបំណងលុបបំបាត់ចោលការរើសអើង ជាពិសេសការគោរពសេចក្តីថ្លៃថ្នូររបស់ជនមានពិការភាព និងការកែលម្អបរិដ្ឋានរូបវ័ន្តបង្កលក្ខណៈងាយស្រួលសម្រាប់ជនមានពិការ។

កិច្ចពិគ្រោះយោបល់លើសេចក្តីព្រាងច្បាប់ថ្មីនេះ ត្រូវបានធ្វើឡើងជាច្រើនលើកជាមួយដៃគូអភិវឌ្ឍន៍ ពិសេសជនមានពិការភាពនៅកម្ពុជា រួមមានកម្មវិធីអភិវឌ្ឍន៍របស់អង្គការសហប្រជាជាតិ អង្គការក្រៅរដ្ឋាភិបាល និងសង្គមស៊ីវិល ខណៈពេលដែលការពិភាក្សាកំពុងបន្តដើម្បីធានាថាច្បាប់ស្តីពីពិការភាពថ្មីនេះមានលក្ខណៈគ្រប់ជ្រុងជ្រោយ ទូលំទូលាយ និងអាចអនុវត្តបានផងដែរ។

ភារធារីស្ថានទូតអូស្រ្តាលី Luke Arnold បានអបអរសាទរចំពោះសមិទ្ធិផលរបស់រាជរដ្ឋាភិបាលកម្ពុជា ពិសេសការរៀបចំសេចក្តីព្រាងច្បាប់ថ្មីស្តីពីពិការភាព ដែលស្របតាមអនុសញ្ញាអន្តរជាតិ។ លោក Luke មានប្រសាសន៍ថា ការតាក់តែងសេចក្តីព្រាងច្បាប់នេះមានសំខាន់ណាស់ ហើយច្បាប់ត្រូវនេះបរិបទរបស់ប្រទេសកម្ពុជា ប៉ុន្តែលោកសង្ឃឹមថា មេរៀននិងបទពិសោធន៍ក្នុងការលើកកម្ពស់ជីវភាពរបស់ជនមានពិការភាពអាចនឹងត្រូវបានចែករំលែកនិងផ្លាស់ប្តូរបទពិសោធន៍រវាងប្រទេសទាំងពីរ។

លោកបណ្ឌិត Ben Gauntlett ស្នងការទទួលបន្ទុកប្រឆាំងការរើសអើងជនមានពិការភាពនៃគណៈកម្មការសិទ្ធិមនុស្សអូស្ត្រាលីបានចូលរួមក្នុងការប្រជុំផងដែរ។ លោក Ben បានមានប្រសាសន៍ថា លោកស្វាគមន៍ចំពោះឱកាសដើម្បីពិនិត្យមើលវឌ្ឍនភាពរបស់ប្រទេសកម្ពុជា ឆ្ពោះទៅរកការរៀបចំច្បាប់ថ្មីសម្រាប់វិស័យពិការភាពនៅកម្ពុជា ហើយបានកោតសរសើរក្រុមប្រឹក្សាសកម្មភាពជនពិការ សម្រាប់ភាពជាអ្នកដឹកនាំរបស់ខ្លួន ស្របពេលដែលលោកសង្ឃឹមថានឹងមានការពិគ្រោះយោបល់ជាបន្ត។

រដ្ឋលេខាធិការសង្គមកិច្ច លោក ឯម ច័ន្ទមករា បានថ្លែងអំណរគុណដល់រដ្ឋាភិបាលអូស្រ្តាលីដែលបានគាំទ្រដល់កិច្ចខិតខំប្រឹងប្រែងរបស់រាជរដ្ឋាភិបាលក្នុងការលើកកម្ពស់ជីវភាពរបស់ជនពិការ៕

Australia is working with Cambodia on the implementation of the country’s new Disability Law. It has been helping to support Cambodians with disabilities for over ten years. The Australian Human Rights Commission met with Secretary of State in the Ministry of Social Affairs, Veterans and Youth Rehabilitation, Mr. Em Chan Makara, on Friday morning, who is also Secretary-General of the Disability Action Council.

It was 2009 when Cambodia first promulgated its Law on the Protection and Promotion of the Rights of Persons with Disabilities. The Royal Government is now working on a complete revision of that legislation. Secretary-General of the Disability Council, Mr. Em Chan Makara, says the overhaul of the existing law comes at a time when “the political, economic, social and cultural situation in Cambodia is evolving.”

He says people with disabilities are receiving protection and are guaranteed their full rights and freedoms. The new law would aim to completely eliminate discrimination, most especially in the workplace, respect their dignity and improve their built environment. Consultations have already been held with Cambodia’s development partners, including the United Nations’ Development Program, NGOs, people with disabilities and civil society, while discussions are ongoing to ensure the new Disability Law is comprehensive, as well as enforceable.

Australian Embassy charges d’affaires, Mr. Luke Arnold, congratulated Cambodia on the new law, which was bringing its legislation in line with international conventions. He says it’s important that the law suited Cambodia’s own context, but hoped that lessons and experience in improving the lives of people with disabilities could be shared between the two countries.

Dr. Ben Gauntlett, the Disability Discrimination Commissioner at the Australian Human Rights Commission, joined the meeting virtually. He says he welcomes the opportunity to review Cambodia’s progress towards the new law and has commended the Disability Council for its leadership, while saying he looks forward to ongoing consultation.

Mr. Em Chan Makara thanked the Government of Australia for its support of the Royal Government’s efforts in improving the lives of people with disabilities. ៕
