បញ្ហា Scam Online និងការឈ្លានពានទឹកដីគឺជារឿងពីរផ្ទុយគ្នាស្រឡះ។
ប្រទេសមួយឈ្លានពានប្រទេសមួយទៀតដោយមិនអាចយកមូលហេតុនៃការបង្រ្កាបបញ្ហា Scam Online នោះទេ។ក្រោមច្បាប់អន្តរជាតិនៃធម្មនុញ្ញរបស់អង្គការសហប្រជាជាតិ ២(៤) ហាមដាច់ខាតប្រទេសទាំងអស់ប្រើកម្លាំងយោធាឈ្លានពានដែនអធិបតេយ្យភាព បូរណភាពទឹកដីនៃប្រទេសមួយទៀតលើកលែងករណីដែលអាចប្រើកម្លាំងទ័ពបានដើម្បីការពារខ្លួនតែប៉ុណ្ណោះ ឬមានការយល់ព្រមពីក្រុមប្រឹក្សាសន្តិសុខរបស់អង្គការសហប្រជាជាតិ។ ចំពោះការលើកឡើងរបស់រដ្ឋមន្ត្រីការបរទេសថៃដែលនឹងលើកយកបញ្ហា Scam online ទៅប្រើប្រាស់នៅអង្គការសហប្រជាជាតិដើម្បីទប់ទល់ សម្តេចនាយករដ្ឋមន្ត្រី ហ៊ុន ម៉ាណែត គឺជារឿងអាម៉ាស់របស់ថ្នាក់ដឹកនាំថៃដែលគ្មានការយល់ដឹងពីច្បាប់អន្តរជាតិ និងការបែកចែកឲ្យបានច្បាស់នៃបទល្មើស Scam Online និងការឈ្លានពានទឹកដី៕
Online scams are a global problem occurring in nearly every country around the world.
Online scams and territorial aggression are two entirely separate and fundamentally different issues. One country cannot justify invading another by claiming it is suppressing online scam activities.
Under international law, specifically Article 2(4) of the United Nations Charter, all states are strictly prohibited from using force against the sovereignty and territorial integrity of another state, except in cases of self-defense or when authorized by the United Nations Security Council.
As for the statement by Thailand’s Foreign Minister that the issue of online scams would be raised at the United Nations to counter Prime Minister Hun Manet, this is a matter of embarrassment for Thai leadership, reflecting a lack of understanding of international law and a failure to clearly distinguish between online criminal offenses and acts of territorial aggression.៕
